Registration of an EEA Driving Licence
For the people holding a licence obtained in a member country of the European Economic Area (EEA) it is not compulsory to register their driving licence in Luxembourg. Driving licences issued by another member country of the EEA are recognized in Luxembourg.
There are practical reason for the registration of an EEA driving licence to a Luxembourg one. It speeds up the replacement procedure in the event of loss or theft.
The SNCA is responsible for producing a duplicate licence in the event of the loss or theft of a driving licence, provided that it has already been informed of the existence and details of the foreign driving licence.
Registering a foreign driving licence greatly simplifies the administrative procedures. In the absence of registration, a certificate of authenticity drawn up by the foreign authorities and containing the various details of the foreign driving licence (categories, date obtained and date of validity) must be submitted.
Registration speeds up this procedure for interested parties wishing to obtain a document proving their right to drive as soon as possible.
Registration Process
To register their foreign driving licence, holders must provide the following documents:
The form "Demande de transcription / échange / enregistrement d’un permis de conduire"
Certified photocopy of both sides of the foreign driving licence, stating the following: in writing: - "copy of the original document" - Identifying the person responsible for making the copy: it can be the police, the communal administration, a Luxembourg notary or SNCA Driving Licence Office, upon presentation of the original document
A legible photocopy of a valid identity document (ID card or passport).
Depending on the applicant's situation, additional documents may be required
The form and the supporting documents must be sent to the SNCA by post (11, rue de Luxembourg L-5230 Sandweiler) or can be submitted in person at the "Guichet.lu - Reception Desk", 11, rue Notre-Dame (opposite the underground parking Knuedler), in Luxembourg city.
NON-EEA : Exchange of Driving Licence
For holders of licences issued in third countries outside the EEA, the conversion procedure applies and is mandatory.
After having established their normal residence in Luxembourg, the non-EEA drivers have a maximum of one year in which to convert their foreign driving licence. During that year, holders of foreign licences can, however, drive in the Grand Duchy on their foreign licence.
Please note that the application can be done immediately upon arrival in Luxembourg but, the licence can only be exchange/converted at the earliest 6 months after moving to the Grand Duchy.
Should holders fail to have their foreign driving licences converted within this one-year period will no longer be valid in Luxembourg. They will have to pass a driving test before receiving a new licence.
Exchange Process
To exchange/convert their foreign driving licences, holders must provide the following documents:
A recent photo measuring 45 × 35 mm
A medical certificate issued in the required format by an authorized Luxembourg general practitioner (no more than 3 months old),
A recent copy of the criminal record from the country of origin covering the last 5 years - if multiple countries, one criminal record per country is needed (no more than 3 months old)
A tax stamp of 30,00 € to be obtained directly from the SNCA or alternatively you can also make a wire transfer to the "Administration de l’Enregistrement" on the following CCP bank account: IBAN: LU09 1111 7026 5281 0000 (proof of payment to be added to the file)
Certified photocopy of both sides of the foreign driving licence, stating the following: in writing: - "copy of the original document" - Identifying the person responsible for making the copy: it can be the police, the communal administration, a Luxembourg notary or SNCA Driving Licence Office, upon presentation of the original document
A legible photocopy of a valid passeport
Bulletin n°4 from the Luxembourg criminal records (no more than 3 months old).
Depending on the applicant's situation, additional documents may be required
The form and the supporting documents must be sent to the SNCA by post (11, rue de Luxembourg L-5230 Sandweiler) or can be submitted in person at the "Guichet.lu - Reception Desk", 11, rue Notre-Dame (opposite the underground parking Knuedler), in Luxembourg city.
Being issued with a Luxembourg driving licence also involves the obligation to submit the foreign driving licence to the SNCA Driving Licence Office. It will then be returned to the authorities that issued it.
Obligation of Driving Test
A driving test is compulsory for holders of a driving licence issued by a country that is not part of the Geneva Convention on Road Traffic of 19 September 1949, or the Vienna Convention on Road Traffic of 8 November 1968.
